Use of Force by Police has tier concept.

Police can use their discretion to apply use of force, but there are limits to that discretion.

The Police Manual includes instructions for neck strikes to women and children, and does not include men. Neck strikes can be deadly or paralyse when there are other methods of compliance that are safer. Hawaii island is the only island that has this in their manual. This is also an unConstitutional practice , on top of other violations of the Constitution and Laws of the U.S.

Police were used by Corporations , like the "Big Five", which included  Chamber of Commerce Hawaii and a corporation operated by Matsons, to put down a labor dispute where Women and Children confronted Police to stand up for Freedoms. Tear gas grenades were used on the crowd. This goes against our rights to protest, free speech, support or oppose change, etc...
