There are many reasons why we need Police Reform in Hawaii. We need to make changes to a corrupt system that has been broken since it started. The first account of wrongdoing we discovered was Sheriff Andrews back in 1902. There are many more examples throughout history, the more recent one is the "Mailbox Scandal"that reveal a pattern of long term Police system problems.

Police Officers are public servants paid for by our tax dollars and are sworn to uphold the U.S. Constitution and Laws.

Sheriffs are sworn to uphold the u.S. Constitution and Laws.They work within premises of the courts and all state facilities to keep the peace and protect persons. They conduct process services and execution of court documents and provide transportation for persons in custody.

These involves a variety of types of trains. One type of training is called CALEA training.
There are many policies the public and anyone outside of the Police force know about
There is wall of silebce pithing the Police Deaprtment. A "Wall of Blue" as it is commonly called, that is difficult to get through.
This wall often hinders the Police Dept. from self-correcting and leaves corruption to fester and grow.
Further, Bad officers are not properly addressed and hidden from the public. often they are transferred to other District versus firing them.
Without the trust of the Public Officers need, the Police becomes less affective.
Police officers are public servants that are important to our society. They need public trust to be truly effective.
The Police have a history of inadequate training and this needs to change. In the letter above the Police declined CALEA training. It is a training program for Police, and you can read about it if you CLICK >>>HERE
We need CALEA trained Officers.
We also need Officers knowledgeable when they interact with people that have mental illness.
The Police Manual is outdated and contains instructions that are dangerous, such as neck strikes to women and children.

We discovered that Police Officers do not write their own police reports, it is the "word processing unit" that got started when officers were illiterate and could not write their own reports. This unit needs dissolving since a third party, with no direct knowledge of the events in the report writes the report and firs the definition of heresay. By the way heresay is not admissible in Court. Think about the implications of every person whom has made a report to the police. No wonder the reports are a inaccurate and lack details. Combine this with lazy officers not giving the unit all the facts (such as interviewing witnesses) makes police reports questionable. Further, another issue with police reports is that Officers wrongfully decide whether an event is worthy of a report. That is not for them to not determine whether it is prosecutable or not. It is their duty to make the report. Education is another element because there was an event where one Officer claimed extortion was civil and refused to make a report. The people need to remember the Police work for us and must comply with their duties and oaths, etc... and make honest and complete police reports. Writing your own reports and giving it to the Police when making the report with them is one solution.
We have received many reports of Police Commission misconduct and laziness in this Commission. It needs revamping to make Police more accountable for wrongdoing.
The police and the community need to work hand in hand.

We, the people have a right to scrutinise Police and make changes to government that improve our Police Department and the act of policing.
