History of Police Corruption has Tainted our Judicial System and Justice
In Hawaii the People have suffered long term police corruption, abuse of powers, corrupt and bias Police Officers, Chiefs, Sheriffs, Police Commissions, etc...
The People have suffered a lack of remedy due to : the Police "Old Boy Network" AKA "Wall of Blue" Practices, the lack of action by Police Commissions, the interference of Police Unions, and lack of action by Government to correct Police wrongdoing.
Many Government and Government Officials are corrupt and this prevents Government from correcting itself.
When Government Officials commit misconduct, it is a failure of the U.S. Constitution and Laws, their sworn oaths, codes of conduct or ethics, duties, responsibilities (to protect and serve, to due process, to equal protection of laws, to receive information, to petition the government for redress and remedies of grievances, to scrutinise the governemnt, to oppose or support change etc...); which voids their Qualified and ALL Immunities from Civil and Criminal actions against them.

Officer Gasper Kills A Person and Returns to Work 11 Days After
In 2023 Kainoa Kahele-Bishop was fatally shot by Officer Gaspar and another officer on March 10th. The officers were initially placed on administrative leave but were allowed to return to work 11 days later." "This is suspicious since Kainoa Kahele-Bishop was arrested after he drove to the Kona Police Station to complain that Gaspar should have been on administrative leave. There should be a standard policy of leave for more than 11 days for dure. Someone died, it needs proper time for a proper investigation.

Sheriff Andrews had interests in the Japanese Wine and Liquor Company and was on the hunt to squash the competition, which included a "still hunt" of rivals and feeding the Courts with anyone whom did not buy liquor from that company.
Sheriff Andrews was not alone in his corruption, The Republic of Hawaii (before Hawaii was a Territory or State) Hawaii island Courts and Dept. of Public Works were also part of the problems.

Sheriff is curiously absent while prisoner accused of Murder escapes
Sheriff Andrews was suspiciously absent when an accused murderer escaped. The prisoner just walked right out after making it look like there was a person sleeping in the cell on the bed. The prisoner in the next cell saw noting and a guard was seen shaking his hand at shift change right before he escaped.

"Unpopular Island Officer Loses His Official Head Because of His Arbitrary Conduct.
HONOLULU, Jan. 12.—Following the dismissal a few months ago of High Sheriff Arthur M. Brown of the Territory of Hawaii, owing to disclosures made to Governor Carter by a Pinkerton detective, another blow was delivered to-day by the abrupt dismissal of Sheriff L. A. Andrews of the Island of Hawaii. The new High Sheriff, William Henry, went to the island of Hawaii a few days ago armed with full powers from the Governor, and Sheriff Andrews' removal followed. He is not known to be charged with any offense against the law, but he is personally unpopular on account of alleged arbitrariness, and it 's also stated that the illicit sale of liquor flourished in his bailiwick. He is succeeded by Sheriff L. H. Baldwin of the island of Maui."

It was revealed in that article that the Police Dept. does not keep records on how many people their Officers kill. SCARY !!!
Below is the 2020 Police misconduct report. This only reflects misconduct that was reported where the Officer was disciplined. So, imagine how many complaints were actually made; and how many went unreported. Notice there was no prosecution. This contributes to Police atmosphere of wrongdoing being accepted behaviour which results in more wrongdoing.
